Who we are and what we do
Introducing the Kompetenzzentrum für ein barrierefreies Hamburg - Hamburg’s Centre of Competence for an Accessible City - to all visitors of the UITP Summit 2025 in Hamburg. Participation and inclusion are human rights. In Hamburg, there is still much to be done before everyone will be able to participate in all areas of public, social and private life. As experts in accessibility, we want to make directional and significant contributions to improving the living conditions of people with disabilities in our city.

The Centre of Competence is based on the resolution of the Hamburg Parliament of December 20, 2017, and made possible through financial support from Hamburgs’ Department of Labor, Health, Social Affairs, Family, and Integration (Sozialbehörde).
Our team consists of architects, engineers, and consultants for accessible information and communication, working together across disciplines. We provide holistic advice on implementing accessibility. We raise awareness, recommend solutions, point out problems, and identify areas where action is needed. In doing so, we always keep the experience-based perspective and interests of people with disabilities in mind.
Our main consulting areas are
- Architecture and Building Construction
- District Development
- Transportation and Open Space Planning
- Information and Communication

The Centre of Competence is jointly managed and supported by three Hamburg-based organizations which have been involved in accessible urban development for decades:
- Hamburger Landesarbeitsgemeinschaft für behinderte Menschen e.V.
- Blinden- und Sehbehindertenverein e.V.
- Barrierefrei Leben e.V.
